The legislative agenda of the Prince William Board of County Supervisors for the 2026 General Assembly includes:

Currently there are six General Assembly-identified trails, none in Northern Virginia. Over $86 million has been allocated in state funds for them.

The funding request is to help build segments of the Potomac Heritage National Scenic Trail (PHNST) that follow the route of George Washington and the Compte de Rochambeau in 1781 as they marched to Yorktown. The 250th anniversary (SemiQuincentennial) of that event is expected to attract tourists in 2031.
Funding is needed to close Gap 2 and Gap 3, as identified in a Federal Land Access to Parks (FLAP) study completed in 2025 . Building the PHNST through Gap 2 will re-connect Dumfries to Prince William Forest Park, a link that was severed when I-95 was completed in the mid-1960’s. Gap 3 will provide a safe connection south of the park to the trail network of the National Museum of the Marine Corps and to Locust Shade Park.

Federal funding is anticipated to complete the segment within Prince William Forest Park. Cost estimates for Gap 2 and Gap 3 (with inflation predictions for future years) are:
