
In the 7:00pm meeting of the February 10, the Prince William Board of County Supervisors will receive a presentation on the inital draft of the FY27-32 Capital Improvements Program (CIP) prepared by the County Executive. Public Comment time is scheduled after the CIP presentation.
(The 2:00pm meeting agenda includes an update on the new Department of Transportation & Capital Construction (DTCC), which will become responsible for building large trail projects, and on the status of current transportation projects.)
The draft CIP includes the now-standard annual $1 million for “Mobility, Pedestrian and Traffic Safety,” added first in the FY25 budget for trails construction. That is the source of funding for constructing the Veterans Park/Jefferson Park Connector Trail, a project which is still in the design phase.
The FY27 draft budget also includes a $4 million one-time addition for extending the Neabsco Boardwalk through the Metz Wetland to Leesylvania State Park. The extension would improve a segment of the Potomac Heritage National Scenic Trail.
For the FY27 budget, trail advocates have sought an annual commitment of $5 million to start building long-planned segments in the Countywide Trails Plan, plus placing a $300 million bond issue on the ballot for voter approval in November 2026.
The one-time $4 million is part of a $17 million line item for “Parks & Recreation One-Time Cash to Capital Investments.” Part of that package is $3 million for the Charlie Boone Bike/Skate Park.
The draft FY27 budget proposes an increase of $2.5 million annually to add improvements at existing parks; starting in FY27, that line item would be $5 million/year. Funding for maintaining existing park facilities is proposed to increase by $1.2 million/year.
